Yes, this EQ spotlights on a specific goal they are trying to achieve. I would have to say it could be made more detailed since the EQ should answer something specific.
d. How can an Anesthesiologist best treat chronic pain?
Yes,because "how" lends itself to more flexibility when answering a question. The word "how" is more open-ended.
It gives us a specific goal they wish to accomplish with the question as well.
